Bahrain to try 8 in terror case next month (AP)

MANAMA, Bahrain ? Bahrain's top prosecutor says the Gulf kingdom has wrapped up an investigation into an alleged Iranian-linked terror cell and plans to put the eight defendants on trial next month.

The head of public prosecution, Nawaf Hamza, said on Thursday the unnamed defendants will be tried in the island nation's High Criminal Court on charges of espionage and of having ties to an outlawed group that uses terrorism to achieve its goals.

Bahraini authorities in November accused the group of having links to Iran's powerful Revolutionary Guard and planning attacks against high profile sites, including the Saudi Embassy and a Gulf causeway linking Bahrain and Saudi Arabia. Iran rejects the allegations.

Court hearings are to begin in early January.

LA coroner says Heavy D died of natural causes

(AP) ? The Los Angeles coroner's office says Jamaican-born rapper Heavy D died of natural causes.

The self-proclaimed "overweight lover" of hip hop, who became one of rap's top hit makers with a combination of humor and positivity, collapsed outside his Beverly Hills home on Nov. 8. The 44 year-old rapper, whose real name was Dwight Errington, died later at a hospital.

Coroner's office spokesman Craig Harvey said Tuesday that weight and a transcontinental jet flight were contributing factors.

The cause of death was pulmonary embolism and deep leg vein thrombosis. He also had arteriosclerotic cardiovascular disease.

Heavy D became one of the genre's most integral stars in the late 1980s and early 1990s. His hit "The Overweight Lover's in the House" played up his hefty frame.

Sony getting out of flat-panel TV venture with Samsung

TOKYO ? In a bid to streamline its money-losing television business, Sony said Monday it would sell its stake in its flat-panel joint venture with Samsung Electronics, letting go of more of its production capacity at a time when outsourcing has become the norm in the world of manufacturing.

Sony, the Tokyo-based technology and entertainment giant, which makes the Bravia liquid-crystal display televisions, said in a statement that it would sell its nearly 50 percent stake in the jointly owned manufacturer, S-LCD, to Samsung of South Korea for 1.08 trillion won, or $939 million.

Sony's exit from the joint venture, set up in Tanjeong, South Korea, in April 2004, would allow it to switch to less expensive outsourcing options that might allow it to resuscitate its struggling TV business. The only other LCD panels Sony manufactures are at its joint venture with Sharp, in which Sony owns a 7 percent stake.

Cutthroat competition in a peaking market is squeezing margins for TV manufacturers, especially Sony, which analysts have long criticized for high production costs.

Russia test-fires two new nuclear missiles (Reuters)

MOSCOW (Reuters) ? Russia successfully tested on Friday its two new Bulava intercontinental missiles, which experienced several failures in the past.

The Defence Ministry said the 12-meter-long Bulava, or Mace, which Moscow aims to make the cornerstone of its nuclear arsenal, was fired from a submarine in the Arctic White Sea and hit the target, a designated polygon, on Kamchatka peninsula in Russia's far east.

"The launch was carried out from (the submarine in) submerged position in the White Sea," ministry spokesman Igor Konashenkov was quoted by state-run RIA news agency as saying. "Its warheads reached the polygon (target) on time."

The missiles carry dummies rather than nuclear warheads as Russia is a signatory of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) which bans all nuclear explosions.

The Bulava had failed half of its previous trials, calling into question the expensive missile program. The previous launch in June from the same submarine was a success though.

A Bulava missile weighs 36.8 tonnes and can travel a distance of 8,000 km (5,000) miles carrying 6-10 nuclear warheads, which would deliver an impact of up to 100 times the atomic blast that devastated Hiroshima in 1945.

Afghan men: crucial advocates for women's rights (Reuters)

KABUL (Reuters) ? Being a feminist in Afghanistan isn't always easy, even for a man. Kabul university student Ferdous Samim has had trouble persuading even his own mother that the work he does pushing for women's rights is worthwhile.

"Part of the problem in Afghanistan is that most women think like men," said Samim over tea in the garden of a Kabul cafe.

"I don't have a sister, but I'm sure if I did, and she tried to go outside the house, my mother would be asking where she was going, what she was doing, why she was going out."

A member of the male advocacy wing of activist group YoungWomen4Change, he is part of a small but critical group of male activists helping Afghan women fight for a better life.

His modest goal for the next two decades -- that women should be able to walk in Afghanistan's streets and markets without harassment -- is a reminder of the scale of the challenge women still face.

Forced marriage is still rife, rape victims have been jailed for "forced adultery," and a woman is more likely to die in childbirth in Afghanistan than anywhere else on earth.

And many of the men with power to change how women are treated -- from mullahs to tribal elders -- are not willing to listen to female activists.

Men have played an important role in feminist movements around the world, but the segregation of much of Afghan society makes their role particularly important.

Ahmad Nader Nadery, Afghanistan Independent Human Rights Commission (AIHRC) commissioner, said opening doors for female campaigners is one of the most important things he does.

"Once we open the door to the mullahs, we engage them in discussion, we break the ice," he says. "Then our female trainers come and they also speak. But we start first."

CLOSED FAMILIES, HIDDEN PAIN

Afghanistan is still recovering from the strict social conservatism of the Taliban, whose hardline laws during their 1996-2001 rule marginalized women, stripping them of the right to work, study or move freely.

Many independent agencies say women are still subject to widespread discrimination and oppression.

Nadery says powerful men often fail to take into account the impact of their decisions on women's lives.

This is particularly a problem in cases related to forced or abusive marriages, or when women are given in marriage to settle disputes -- a practice known as "baad."

"Families are very closed," Nadery said. "Once a woman enters another family, her story will never get out. Most of those elders, those decision makers, don't know the suffering she goes through."

The AIHRC works with elders, runs workshops, and produces documentaries and dramas to illustrate how damaging baad and other abusive traditions can be. The men they target are often shocked by what they learn, Nadery says.

Nonetheless, changing minds remains an uphill battle. "It is a long process of work with them," says Nadery, who credits his feminism to coming from a family of strong women.

Legislation does exist to protect women but activists say it is often disregarded by courts, and in some areas officials are intimidated or bribed into ignoring women's pleas for help.

Across town from the AIHRC, in a small, busy office filled with teetering piles of paper, veteran civil rights campaigner Lal Gul is another male feminist, working for change through his Afghanistan Human Rights Organization.

He helped build up the number of female lawyers available to defend gender-specific cases; about a quarter of the 1,200 defense lawyers on the independent bar register are now women.

"Through our defense lawyers, we are registering the cases of women, providing legal aid to them, and protecting their rights, especially in human rights abuse cases like rape cases, forced marriage, divorce, domestic violence," Gul says.

The bearded, avuncular Gul became involved in civil rights after an experience more common for women than men -- forced marriage. He was engaged at the age of seven and married, while he was away, a decade later.

FAMILY PRESSURE

Activists admit that despite their work, change will be hard. Conservative values can be so strict that women who fail to conform are persecuted by their own families.

And campaigners struggle against a widely held assumption that those agitating for women's rights are pushing an anti-Islamic, or anti-Afghan, agenda.

Samim says fighting for women's rights is not only compatible with his religion and nationality, but part of it.

"I believe in order for me to be a good Afghan or a good Muslim, I must be a good human and respect everyone's rights," he says.

Working in activists' favor is a widespread hunger for a better life. In rural Herat, a bearded, turbaned elder says he is mobilizing nearby villages to encourage women's education in a bid to cut the western region's abysmal maternal death rate.

In Kabul, the capital's young professionals say they need women's input to rebuild the Afghan economy after three decades of war.

"We can't develop Afghanistan without the participation of women," says Farhad Ahmad of law firm Alexander, Safi & Associates International.

"We should be encouraging women in politics, in social life, in economic life, in every aspect of life."

(CNN) -- Three of the seven victims of a highway attack this week in the Mexican state of Veracruz were American citizens, officials said.

A mother and her two daughters, dual Mexican-U.S. citizens who lived in Fort Worth, Texas, were aboard one of three buses that were attacked by gunmen in the city of Panuco, in the northern part of Veracruz.

"We express our deepest condolences to their family and friends during this difficult time," State Department spokeswoman Neda Brown said.

A Mexican official in the state of Hidalgo, the hometown of the mother, identified the Americans as Maria Sanchez Hernandez and her two daughters, Karla, 19, and Cristina, 13.

The buses were on a road between the towns of Tempoal and Panuco near the border of Veracruz and Tamaulipas, Mexican and U.S. government officials said.

An American consulate general statement warned American citizens to "exercise caution and remain vigilant when traveling in the state of Veracruz. American citizens residing in, visiting or traveling through the northern portion of Veracruz that borders Tamaulipas and San Luis Potosi should maintain a heightened sense of alert." Inter-city road travel at night should be avoided, the consulate general said.

Egypt Islamists want to stick to army vote timetable (Reuters)

CAIRO (Reuters) ? The Muslim Brotherhood, whose party is leading Egypt's parliamentary election, came out on Thursday against bringing forward a presidential vote to end military rule, saying changing the timetable would wreak chaos.

Protesters who fought troops in Cairo for five days until calm was restored this week want the military council to cede power more swiftly. The Health Ministry said on Thursday the death toll had risen to 17 after two more died of wounds.

Some Egyptians, suspicious of the military's avowed commitment to democratic change, want a presidential vote by January 25, the first anniversary of the start of the uprising that ousted Hosni Mubarak. The vote is now planned for mid-2012.

Essam el-Erian, deputy head of the Brotherhood's Freedom and Justice Party (FJP), which fielded the most candidates in second-round runoff votes on Thursday, said his group backed the army timetable to hand power to an elected president by July.

"I think that is better than arranging it as soon as possible because this may create chaos," he told Reuters.

Activists plan a mass march to Tahrir Square on Friday to protest against army rule and the latest violence, which Egypt's prime minister said had caused huge losses to the economy.

But the once-banned Brotherhood, keen to seal its place in mainstream politics via the staggered six-week parliamentary vote after decades of state repression, refused to join in.

"The Freedom and Justice party will not participate in the protests on Friday," said secretary general Saad al-Katatni, adding unrest would harm the political process.

Islamist groups, including the ultra-conservative Salafi Al-Nour Party, have kept a low profile during the Tahrir clashes.

"We will not join the protests at this time in which, as the military council has noted, there are unknown elements trying to derail Egypt politically and economically," Al-Nour Party spokesman Yousry Hamad said.

He added that a women's march was planned on Friday to protest the mistreatment of women demonstrators by soldiers.

Erian said holding a presidential vote before both houses of parliament were elected and able to draw up a new constitution risked handing too much power to a new president. "We are not going to create a new Mubarak," he said.

Elections to both houses will not be completed until March.

But the liberal Egyptian Bloc, pushed into third place so far by the FJP and an ultraconservative Salafi Islamist group in the parliamentary vote, demanded a swift presidential vote.

"We believe the military should hand over power in no more than three months," the liberal alliance said in a statement.

Protesters, who have stayed in Tahrir since November 18 despite several charges by police to clear the square, are angry at the army's fierce treatment of demonstrators and believe the military high command is trying to cling to power.

ARMY DOMINANCE

Many activists accuse the Muslim Brotherhood and other Islamists of betraying the protesters' demands for the sake of securing their own positions in the new power structure.

Analysts say an earlier presidential election would not necessarily eliminate the military's dominance in a new civilian-governed state, because viable candidates would need to have good relations with the generals.

The military has survived Egypt's political upheaval intact and has vast economic and other interests. Any new president would need its nod to maintain order.

"This is a transitional period where one party hands power to another. A deal must be struck. This is politics," a source close to the military said.

Presidential contenders include Amr Moussa, former foreign minister and ex-head of the Arab League. He, like some rivals, has joined a consultative council to advise the army, although the body suspended its activities in protest over the violence.

The violence of past days, and a flare-up in November when 42 people were killed, shocked many Egyptians, but many say only the army can restore order.

Army-backed Prime Minister Kamal al-Ganzouri, appointed in November under pressure from protests to sack the previous government, outlined the challenges and appealed for unity at a news conference. His cabinet was appointed this month.

"I had wished that after two weeks, I would come and tell you about what we have achieved ... but I cannot," he said.

"Is this not of itself a testimony to the fact that we are facing a real problem and that we must sit down together and discuss it?" Ganzouri said. "The economic situation requires that we have consensus and dialogue."

OTHER STATES "TURNED THEIR BACKS"

He said that the economy had lost billions of dollars from the turmoil but received only $1 billion from Arab states, while world powers had not followed through on aid pledges. He said differences among Egyptians were to blame.

"In the first months (after the uprising), everyone raced to help Egypt, but when we disagreed among each other in the past few months, they turned their backs on us," he said.

The clashes in Cairo have driven a wedge between those determined to stay on the streets and others desperate for a return to order to shore up the economy and entice back foreign tourists.

But many have been shocked by images of police and soldiers hitting protesters with batons after they fell to the ground and, in one case, kicking, beating and dragging a woman by her black robe, exposing her torso, and then kicking her.

"I do not blame anyone nor do I defend anyone, I hope that everyone seeks to remove the appearance of violence. How can the state of Egypt, at the centre of its capital, have these depressing events?" Ganzouri said.

The United States, which looked to Egypt as crucial ally in Mubarak's era, has criticized the handling of the protests. Washington gives Cairo $1.3 billion a year in military aid.

The army said in a statement on Thursday that "its official opinions are the ones announced in its statements, those broadcast as well as those published on its Facebook page," an apparent bid to quell anger at some remarks by officials.

One adviser to the military had told a newspaper that protesters he blamed for burning down a state building should be put in "Hitler's incinerators."

Egypt's ultraconservatives support Israel treaty

The spokesman of Egypt's ultraconservative Islamist party told Israeli Army Radio in unprecedented remarks broadcast Wednesday that the group is not opposed to the country's historic peace treaty with Israel.

Yousseri Hamad's interview with the Israeli broadcaster is unusual for followers of the Salafi Islamic trend, who typically shun Israel for its policies toward Palestinians and its annexation of east Jerusalem, home to Islam's third-holiest site.

The interview countered Israeli fears that Islamist parties would seek to cut ties with Israel.

In his remarks to the Israeli station, Hamad said the Salafi Nour Party is committed to agreements signed by previous Egyptian governments, including the 1979 peace treaty with Israel.

"We are not opposed to the agreement, and we are saying that Egypt is committed to the agreements that previous Egyptian government have signed," he said, noting that if Egyptians want changes on the treaty, "the place for that is the negotiation table."

In response to the interview, Israeli Foreign Ministry spokesman Yigal Palmor said the comments were worth considering.

"This is certainly food for thought and we will of course keep observing very attentively developments in Egypt," he said.

Many Israelis are concerned that Islamist parties are looking to cancel the peace treaty, the first between Israel and an Arab nation. The agreement is a pillar of security for both countries. For Israel, it has allowed diversion of military resources to other fronts. Egypt has benefited from billions of dollars in U.S. military aid.

Salafi Muslims follow a strict interpretation of Islam similar to that practiced in Saudi Arabia. The Salafi Nour Party in Egypt has so far won a quarter of the seats in Egypt's parliamentary elections, placing it second only to the more moderate Muslim Brotherhood.

After the interview aired, Hamad told The Associated Press that he did not know he was talking to Israeli Army Radio, and he was told only it was for an Israeli broadcaster. He claimed that had he known, he would not have agreed to the Army Radio interview because "they occupy our Palestinian brothers."

He also said that his party "without doubt" supports changes to the agreement, including raising troop levels in the Sinai Peninsula, which borders Israel. He also said that there need to be guarantees for Palestinians.

"We call for full Sinai rights for Egypt and for our brothers in Palestine and occupied lands, and we see this as directly related to the agreement," he told the AP.

Israel withdrew from Sinai under the 1979 peace treaty.

The peace agreement defines that area of Sinai along Israel's border as a demilitarized zone, allowing only for Egyptian border guards, not troops. However, Israel has accepted temporary entry of several thousand Egyptian troops into Sinai to counter a surge of extremist Islamic activity there, including some violence, since the fall of Egyptian President Hosni Mubarak in February.

Relations between Israel and Egypt, soured after one of the incidents, when Israeli forces killed six Egyptian soldiers while pursuing Palestinian militants who killed eight Israelis September. Egyptian protesters then tore down a security wall around the building housing the Israeli Embassy in Cairo, storming it and trashing one of its offices.

Despite the tense relations, Hamad said his party had no objections to Israeli tourists.

"There is no doubt, any tourist who wants to come to Egypt is welcome," he told the Israeli station.

Self-affirmation may break down resistance to medical screening

ScienceDaily (Dec. 21, 2011) ? People resist medical screening, or don't call back for the results, because they don't want to know they're sick or at risk for a disease. But many illnesses, such as HIV/AIDS and cancer, have a far a better prognosis if they're caught early. How can health care providers break down that resistance?

Have people think about what they value most, finds a new study by University of Florida psychologists Jennifer L. Howell and James A. Shepperd. "If you can get people to refocus their attention from a threat to their overall sense of wellbeing, they are less likely to avoid threatening information," says Howell. Do that, and people are more likely to face a medical screening even if it means undertaking onerous treatment and even if the disease is uncontrollable. The findings will appear in Psychological Science, a journal published by the Association for Psychological Science.

The researchers undertook three studies, each with about 100 students of both sexes. In all three studies, they asked the participants to think of a trait they valued; they chose traits such as honesty, compassion, and friendliness. Participants then wrote either about how they demonstrated the trait (expressing self-affirmation) or a friend (not affirming themselves) demonstrated the trait.

Next participants watched a video about a (fictional) disorder called thioamine acetlyase (TAA) deficiency that ostensibly impairs the body's ability to process nutrients and can lead to severe medical complications. They then completed an online risk calculator for the disease and decided either to receive their risk feedback or not.

In the first study, fewer participants who wrote self-affirming essays avoided learning their risk than did participants who wrote non-affirming essays. In studies 2 and 3 researchers investigated the effects of affirmation on two conditions known to increase avoidance of risk feedback. In the second study, participants learned that testing at high risk for TAA deficiency would either require an easy or onerous follow-up examination process. Participants who were not affirmed avoided learning their risk more when they thought it might necessitate an onerous, as compared to an easy, follow up. However, affirmed participants showed little avoidance regardless of the difficulty of follow up. In the third study, participants learned either that TAA could be managed with a pill; or that there was no effective treatment. Again, the non-affirmed group avoided learning their risk almost twice as often when hearing they had no control over the illness. By contrast, affirmed participants were unlikely to avoid the news, regardless of the possibility of treatment.

The researchers acknowledge it's sometimes rational to choose not to know about an incurable disease you might (or might not) get. "But when it is important to prepare for negative events -- getting your affairs in order, finding the coping resources you'll need," Howell suggests, going through with that screening might wise.

Troops, protesters clash in Cairo for third day (Reuters)

CAIRO (Reuters) ? Military police battled demonstrators in Cairo's Tahrir Square Sunday, the third day of clashes that have killed 10 people and injured hundreds, casting a shadow over the first free election most Egyptians can remember.

Soldiers advanced from barriers around the square shortly before dawn, scuffling with protesters, activists said. A Reuters witness heard gunfire and saw protesters, brandishing big sticks, running from the scene of the latest flare-up.

"It's cat-and-mouse. The army raid and retreat," a protester in the square, Mostafa Fahmy, said by telephone.

Hundreds of protesters were in Tahrir in the early morning, some huddled round fires to keep warm in the chill air after troops burned down tents that had been erected by activists camped there since a protest against army rule on November 18.

The latest flare-up in violence has exposed divisions among Egyptians about the role of the army, which took over after the ousting of President Hosni Mubarak in February.

Activists have stayed out on the streets for weeks, angered by the army's seeming reluctance to give up power. But other Egyptians back the military as a force for badly needed stability during a difficult transition to democracy.

Army vehicles and soldiers were deployed on several roads leading into the square. Protesters and troops have clashed repeatedly, throwing rocks at each other, and some protesters have lobbed petrol bombs at army lines.

In earlier clashes, troops in riot gear chased protesters into side streets, grabbed them, beat them to the ground and battered them, a Reuters journalist said. Shots were fired in the air.

Soldiers pulled down protester tents and set them on fire, local TV footage showed. Reuters footage showed one soldier in a line of charging troops firing a shot at fleeing protesters, though whether he was using blanks or live rounds was not known.

State media gave conflicting accounts of what sparked the violence. They quoted some people as saying a man went into the parliament compound to retrieve a mis-kicked football, but was harassed and beaten by police and guards. Others said the man had prompted scuffles by trying to set up camp in the compound.

The latest bloodshed follows unrest in which 42 people were killed in the week before November 28, the start of a phased parliamentary poll in which Islamist parties repressed during the 30-year Mubarak era have emerged as strong front-runners.

Voting in the second round of the election process, part of a promised transition from army to civilian rule by July, passed peacefully Wednesday and Thursday. The last run-off vote for the lower house takes place on January 11.

SKIRMISHES, DEATH, INJURIES

Health Minister Fouad el-Nawawy told local television 10 people had been killed, most of them Friday or early on Saturday, and 441 injured. State media said at least 200 people were taken to hospital.

Among the dead was Emad Effat, a senior official of Egypt's Dar al-Ifta, a religious authority that issues Islamic fatwas (edicts). His wife told Reuters Effat died from a gunshot wound. At his funeral Saturday, hundreds of mourners chanted "Down with military rule."

Army-appointed Prime Minister Kamal al-Ganzouri, 78, said 30 security guards outside parliament had been hurt, and blamed the violence on youths among the protesters. "What is happening in the streets today is not a revolution, rather it is an attack on the revolution," he said.

The army assault Saturday followed skirmishes between protesters and troops during which a fire destroyed archives, some more than 200 years old, in a building next to Tahrir.

An army official said troops had tackled thugs, not protesters, after shots were fired at soldiers and petrol bombs set the building ablaze, the state news agency MENA reported.

Tahrir protesters and some other Egyptians are infuriated by the perceived reluctance to quit power of the army, whose ruling council is headed by Field Marshal Mohamed Hussein Tantawi, Mubarak's defense minister for two decades.

Other Egyptians, desperate for order, voiced frustration about the unrest that has battered the economy.

"We can't work, we can't live, and because of what? Because of some thugs who have taken control of the square and destroyed our lives. Those are no revolutionaries," said Mohamed Abdel Halim, a 21-year-old who runs a store near Tahrir.

A new civilian advisory council to the generals said it would suspend its meetings until the violence stopped. It called for prosecution of those responsible and the release of all those detained in the unrest.

Islamist and liberal politicians decried the army's tactics.

The Muslim Brotherhood, whose party list is leading the election, said in a statement the military must make "a clear and quick apology for the crime that has been committed."

The army council is in charge until a presidential election in June, but parliament will have a popular mandate that the military will find hard to ignore as it oversees the transition.

Plot:
Numerous people have been apparently diagnosed with harbouring the deadly plague seeds of Denva. All of them have been removed from their homes and placed in a new facility in order to be "quarantined". No one has ever come out and apparently all victums of Denva die...
None of the subjects actually have Denva it was a ruse from the government in order to get something but only two people in the facility know, Adrian and the mysterious Doctor. All the subjects go to unusual classes created by Adrian and are supervised by staff. Every now and then people are requested to visit the Doctor, yet no one knows what goes on and no one that has been there has ever talked. Then there is the box. If you are sent there you know you are in trouble. It is torturous...litereally. And everynow and then Adrian loses his temper and someone doesn't make it out...
Another problem is the experimentations. Those that go to the Doctor end up with unusual abilities...you don't have a choice what ability you get and sometimes when you understimate what you can do certain...accidents occur.
Survive all this and you have a possiblity of...well living. Not much else is worth mentioning.

The lawsuit is significant because some finance experts have sharply criticized the federal government for failing to prosecute more executives who may have contributed to the financial meltdown, and because the future of Fannie and Freddie is now a matter of hot political debate.

"Fannie Mae and Freddie Mac executives told the world that their subprime exposure was substantially smaller than it really was," said Robert Khuzami, SEC's enforcement director, in filing the suit in New York. "These material misstatements occurred during a time of acute investor interest in financial institutions' exposure to subprime loans, and misled the market about the amount of risk."

Fannie and Freddie play a major role in the US housing market, providing guarantees for the safety of loans that conform to their standards. Banks and other mortgage lenders are able to issue so-called conforming loans and resell them in bundles to investors (who then reap a stream of income from monthly mortgage payments).

By doing this, the companies have cultivated a broad supply of credit for housing, keeping the mortgage market moving even as other private firms were pulling back during the crisis.

But the firms are oddball entities. Before the crisis, they were publicly owned companies, seeking to show profits and strength to their private shareholders. But they also operated with a Congress-derived mandate to play their unique role in the US mortgage business.

The lawsuit alleges that, when it came to talking to their own shareholders, the six executives played down the financial risks. In the end, by late in 2008, Fannie and Freddie were placed under federal conservatorship. They continue to operate, but their long-term future is a matter that Congress will need to address in the coming year or so.

Fannie and Freddie both entered into agreements with the government on Friday, accepting responsibility without admitting or denying the charges. The government-controlled companies also agreed to cooperate with the SEC on the cases against the former executives.

The Justice Department has opened up probes into Fannie and Freddie but has not charged anyone with a crime.

In a statement released through his attorney, Mr. Mudd said the lawsuit "should never have been brought" and said the government reviewed and approved all the financial disclosures of the company.

"Every piece of material data about loans held by Fannie Mae was known to the United States government to the investing public," Mudd said. "The SEC is wrong, and I look forward to a court where fairness and reason ? not politics ? is the standard for justice."

Mr. Syron's lawyers said the case was "without merit" and said the term "subprime had no uniform definition in the market" at that time.

According to the lawsuit, Fannie told investors in 2007 that it had roughly $4.8 billion worth of subprime loans on its books, or just 0.2 percent of its portfolio. The SEC says that Fannie actually had about $43 billion worth of products targeted to borrowers with weak credit, or 11 percent of its holdings. The suit cites similar numbers for Freddie.

SEC documents on Friday quoted a Freddie Mac legal counsel warning the firm's CEO in May 2007, "We should reconsider making as sweeping a statement as we have 'basically no subprime exposure.' " In a speech, Syron still used the line, "basically no subprime exposure," according to the SEC.

So far, the companies have cost taxpayers almost $150 billion ? the largest bailout of the financial crisis. They could cost up to $259 billion, according to its government regulator, the Federal Housing Finance Agency.

In July, Citigroup paid just $75 million to settle similar civil charges with the SEC. The company's chief financial officer and head of investor relations were accused of failing to disclose more than $50 billion worth of potential losses from subprime mortgages. The two executives charged paid $100,000 and $80,000 in civil penalties.

Such lawsuits are just part of America's coming to terms with the financial crisis.

Finance experts say that fraud played a role in the housing bubble and crisis, but that other causes were also prominent.

The Financial Crisis Inquiry Commission, tasked by Congress to determine the causes of the crisis, reached a split verdict.

Its report cited failures of corporate governance and ethics. But it also cited broader problems such as failed risk-management practices.

"The crisis was a result of human mistakes, misjudgments, and misdeeds," the report said in part.
