UFC on Fox 5?s Three Stars: Matt Brown, Abel Trujillo and Daron Cruickshank

Heading into UFC on Fox 5, the UFC appeared to have put together their best card yet to appear on the network. But with such high expectations, there's no way it could deliver, right? Wrong. From the Fight of the Night, that aired on Facebook, to the main event, the UFC showed the best of the promotion. But who really stood out?

No. 1 star -- Matt Brown: It is really, really fun to watch Matt Brown fight, so it makes sense the UFC would put his bout with Mike Swick at the start of their Fox broadcast. Brown rewarded that faith by knocking out Swick hah

No. 2 star -- Abel Trujillo: In his first UFC fight, Trujillo dealt with a last-minute opponent change after Tim Means slipped in the sauna. Trujillo then dealt Marcus LeVesseur a beating that ended with a second-round TKO.

No. 3 star -- Daron Cruickshank: In his first post-TUF fight, Cruickshank impressed. In the first round, he hit Henry Martinez so hard that you were bound to wonder if Martinez's chin was literally made of stone. In the second round, we found out it wasn't. Cruickshank landed a perfectly timed headkick to knock Martinez out.

Do you agree? Should Scott Jorgensen or Yves Edwards made the list? Someone else entirely? Speak up in the comments, on Facebook or Twitter.

Congo rebels dodge meeting as peace talks falter

KAMPALA, Uganda (AP) ? Representatives of rebels attending peace talks with the Congolese government dodged a crucial meeting Monday at which the government delegation was to respond to earlier criticism, a development that could jeopardize negotiations to end the crisis in eastern Congo.

The talks, which are being held in the Ugandan capital Kampala, got off to a tense start Sunday, when Francois Rucogoza, leader of the M23 delegation, accused the Congolese government of lacking "visionary leadership" and of corruption and incompetence.

The Congolese government delegation on Monday refused to give its rebuttal as earlier planned, saying they can do so only if the M23 delegation is present to hear their side.

If the rebels dig in and refuse to listen to the rebuttal by the Congolese government, it could end the talks before they even start. Raymond Tshibanda, the Congolese foreign minister, told Ugandan mediators and reporters that peace talks would not proceed if there is "bad faith" on the part of the rebels.

"It is important that both sides accept to listen to your wisdom," Tshibanda told Defense Minister Crispus Kiyonga, the Ugandan official picked by Uganda's president to mediate the talks.

Of the rebels Tshibanda said: "They are not ready to listen."

Kiyonga said he had been informed by an M23 representative earlier on Monday that they had no interest in hearing what the Congolese delegation had to say.

"I personally rang the leader of the M23 and appealed to him to turn up for this meeting," Kiyonga said of Rucogoza, the executive secretary of M23. "He indicated that he was under instructions not to attend this meeting."

Although Ugandan military officials are accused in a recent United Nations report of backing the rebels, the East African country has been mediating talks between the rebels and the Congolese government. A deal struck in Kampala led to the rebels' withdrawal from the eastern provincial city of Goma, which the rebels had taken last month in the face of a Congolese army in disarray.

M23 is made up of hundreds of soldiers who deserted the Congolese army in April. The rebels accuse Congo's government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army. The U.N. report also charged Rwanda with backing the M23, which Rwanda denies. Regional leaders under the banner of the International Conference on the Great Lakes Region, a regional bloc of which Congo is a member, last month urged the Congolese government to listen to M23's "legitimate grievances."

It remains unclear if the talks will proceed Tuesday.

HSBC to pay record $1.9 billion fine in money laundering case

(Reuters) - HSBC Holdings Plc has agreed to pay $1.92 billion to settle a multi-year U.S. criminal probe into money-laundering lapses at the British lender, the largest penalty ever paid by a bank.

HSBC admitted to a breakdown of controls and apologized in a statement on Tuesday announcing it had reached a deferred-prosecution agreement with the U.S. Department of Justice, as was first reported by Reuters last week.

"We accept responsibility for our past mistakes. We have said we are profoundly sorry for them, and we do so again. The HSBC of today is a fundamentally different organization from the one that made those mistakes," said Chief Executive Stuart Gulliver.

"Over the last two years, under new senior leadership, we have been taking concrete steps to put right what went wrong and to participate actively with government authorities in bringing to light and addressing these matters."

The bank said it expected to also reach a settlement with British watchdog the Financial Services Authority.

U.S. and European banks have now agreed to settlements with U.S. regulators totaling some $5 billion in recent years on charges they violated U.S. sanctions and failed to police illicit transactions.

No bank or bank executives, however, have been indicted as prosecutors have instead utilized deferred prosecutions.

The deferred prosecution agreement, when detailed by U.S. Justice Department officials later on Tuesday, could yield new information about a failure at HSBC to police transactions linked to Mexico, sources familiar with the matter said. Details of those dealings were reported this summer in a sweeping U.S. Senate probe.

HSBC's settlement also includes agreements or consent orders with the Manhattan district attorney, the Federal Reserve and three U.S. Treasury Department units: the Office of Foreign Assets Control, the Comptroller of the Currency and the Financial Crimes Enforcement Network.

HSBC said it would pay $1.921 billion, continue to cooperate fully with regulatory and law enforcement authorities and take further action to strengthen its compliance policies and procedures. U.S. prosecutors have agreed to defer or forgo prosecution.

The settlement is the third time in a decade that HSBC has been penalized for lax controls and ordered by U.S. authorities to better monitor suspicious transactions. Directives by regulators to improve oversight came in 2003 and again in 2010.

Last month, HSBC told investors it had set aside $1.5 billion to cover fines or penalties stemming from the inquiry and warned costs could be significantly higher.

Analyst Jim Antos of Mizuho Securities said the statement on Tuesday indicates an extra $420 million for the settlement costs, calling it a "trivial" figure in terms of the company's book value. "But in terms of real cash terms, that's a huge fine to pay," said Antos, who rates HSBC a "buy".

HSBC shares fell slightly in early London trading to 6.40 pounds. The bank's Hong Kong listed stock nudged up 0.3 percent to HK$79.70.

HSBC's settlement is the latest chapter in an embarrassing period for the bank, the result of a lengthy probe into Europe's biggest bank by U.S. law enforcement agencies as well as a U.S. Senate panel that in July issued a scathing review of HSBC.

ANTI-MONEY LAUNDERING CONTROLS

In its statement, HSBC said it had increased spending on anti-money laundering systems, exited business relationships, and clawed back bonuses for senior executives. It also cited the hiring last January of Stuart Levey, a former top U.S. Treasury Department official, as chief legal officer.

Under a five-year agreement with the Justice Department, HSBC agreed to have an independent monitor evaluate its progress in improving its compliance.

HSBC also said that as part of the overhaul of its controls it has launched a global review of its Know Your Customer files, which will cost an estimated $700 million over five years. The bank has also increased its spending on anti-money laundering by around nine times between 2009 and 2011, it said.

HSBC's settlement comes a day after rival British bank Standard Chartered Plc agreed to a $327 million settlement with U.S. law enforcement agencies for sanctions violations, a pact that follows a $340 million settlement the bank reached with the New York bank regulator in August.

Such settlements have become commonplace. In what had been the largest settlement until this week, ING Bank NV in June agreed to pay $619 million to settle U.S. government allegations it violated sanctions against countries including Cuba and Iran.

Other banks that have reached settlements over sanctions violations are Credit Suisse Group of Switzerland, Lloyds Banking Group and Barclays Plc in Britain and ABN Amro Holding NV, a Dutch bank acquired by Royal Bank of Scotland Group Plc and a bank consortium in 2007. In the United States, J.P. Morgan Chase & Co., Wachovia Corp. and Citigroup Inc. have been cited for anti-money laundering lapses or sanctions violations.

HSBC's failings date to 2003, when the Federal Reserve Bank of New York and New York state regulators ordered the bank to better monitor suspicious money flows.

In 2010, a consent order from the Comptroller of the Currency (OCC) ordered HSBC to review suspicious transactions moving through the bank. At the time, the OCC called HSBC's compliance program "ineffective".

In 2008, the U.S. Attorney in Wheeling, West Virginia, began investigating HSBC and how a local doctor allegedly used the bank to launder Medicare fraud.

Ultimately, that prosecutor's office came to believe the case was "the tip of the iceberg" in terms of the suspicious transactions conducted through HSBC, according to documents reviewed by Reuters and reported earlier this year.

Houston home sales surge in October | Boston Homes Prime Real ...

The Houston real estate market saw its supply decline in October, as home sales were up significantly.

According to the Houston Association of Realtors, single-family home sales increased 32.7 percent on a year-over-year basis, which marked the 17th straight month of sales gains.

This large jump in home sales brought the inventory of homes for sale in Houston down to a 4.4 months supply, the lowest level since December 2001.

Additionally, foreclosure sales declined 10.9 percent compared to the same period last year, and made up 15.5 percent of all sales. This was the lowest monthly foreclosure sales volume of the year.

?Home sales throughout Houston were incredibly strong in October and sent the supply of homes down to 4.4 months, which is the lowest level we've observed in 11 years,? said Wayne Stroman, HAR chairman. ?Our active real estate market reflects the general health of the Houston economy, most notably the addition of close to 96,000 new jobs over the past year, according to the latest Texas Workforce Commission employment report.?

The Houston real estate market has been one of the healthiest in the country and the Texas A&M Real Estate Center believes it can survive the fiscal cliff for numerous reason, including smart building, more jobs and fewer foreclosure than many other markets.

Will your gadgets freeze in your car in the winter?

10 hrs.

You almost always have your laptop, iPod, and smartphone with you, but don't always want to lug them around. Is it okay to leave them in your car if it's particularly cold outside? What about in the summer heat? You know extreme temperatures aren't good, but how hot is too hot and?how cold is too cold?

We've?talked about temperature limits?before, but more in the context of CPU temperature???leaving gadgets?in your car in the cold or heat is a completely different matter, since it affects the battery, screen, and other parts. In general, you want to avoid extreme temperatures as much as possible, so no, I wouldn't recommend leaving it in your car. Here's a bit more detail on what your laptop or smartphone can take.

How hot is too hot?
We all know heat is bad for your tech. Not only can it?fry the processor?of your laptop or gadget, but it can lower your battery's life and even make the hard drive expand. And, if you live in a humid area, you also have to worry about condensation building up on the inside.

Generally,?once it hits 90? or 95? Fahrenheit, you want to start shielding your laptop and smartphone from the heat. Remember that the inside of your car will get hotter than the outside, too, so even if it isn't quite 90??outside, you should keep it in your bag or leave it at home. And, if you absolutely must have it with you, do your best to keep it in the shade and out of direct sunlight.?Laptop stands?can also help a great deal.

How cold is too cold?
Cold is a slightly more interesting beast. In general, tech runs much better when it's cool than when it's hot, but when you start approaching extreme winter temperatures, the weather can be just as harmful as in the summer. If you leave your device in the cold for too long, its battery will die and its LCD screen will likely start having issues, and possibly die completely. Furthermore, if you leave it in the cold and then bring it into a warm room quickly, you can cause condensation to build up inside the device, which has the potential for more long-term damage.

PC World found that?different gadgets can withstand different temperatures of cold, but to be conservative, we recommend taking precautions once the ambient temperature reaches freezing, or 32? Fahrenheit. Lower than that, and you'll slowly start to see different errors or issues until your gadget powers down altogether. When you can, keep your laptop in a case or bag and your smartphone in your pocket, to help shield it from the winds of winter.

Lastly, if for some reason you?do?expose your gadget to extreme temperatures, don't try to use it right away. Instead, let it warm up or cool down to room temperature before you turn it on. This will help protect your gadget from more lasting damage from things like condensation. In general, just use common sense: if your computer feels particularly cold or hot to the touch before it's even on, you probably shouldn't leave it alone in that weather.

2013 Trends in Dubai' Commercial Real Estate Dubai Chronicle

Over the last few years, residential real estate hit the bottom worldwide. Many expected the same thing to happen with commercial real estate. However, these predictions proved wrong. While residential housing dropped, commercial property prices skydived.?

Present State

Currently, the commercial real estate sector is in a worrisome position with the exception of established commercial centres and city districts. Whole brand new commercial buildings remain unoccupied from Hong Kong to Istanbul and elsewhere around the globe. Landlords of superb quality commercial towers struggle to fill up offices and retail space by offering six months or even a year rent-free periods.?Exceptions?are of course present and a?striking example?is The Dubai Mall.

Improvement on the Way

The main issue of the today?s commercial real estate market is that there is plenty of fresh supply. In addition, there are projects that are?scheduled?for completion in the near future. Statistics about commercial construction reveal that the situation is heading towards an improvement. But in more general terms, there is plenty of new commercial space on the market.

Strong efforts to encourage entrepreneurship are expected to improve the current situation. With the influx of new residents to Dubai, a need for more services will emerge and more small and medium-size business will fill up the empty offices. However, this process will take years, but not months.

Recession Effect

In 2012, big businesses are still challenged by the global economic?uncertainty. In 2013, new woes are expected to slow the global economy?s recovery. Business communities are worried and investors remain very?cautious,?although there are signs for more optimistic sentiment.?The?looming?recession in Europe and the United States will have an impact on international markets and consumers? spending habits worldwide.

In addition, ever evolving technologies enable individuals to conduct business activities from various flexible locations. This reduces the demand for actual small and medium-size offices and retail spaces.

Approach

Tenants are advised to negotiate as best as they can, keeping in mind that they have the upper hand in finalising a contract. Landlords, on the other hand, need to be patient and wait rents to stabilize.

Now is not the right time to invest in commercial property, unless it is for personal use or a feasible necessity.

The current situation is expected to change in the next few years. Until then, developers would be better avoiding taking much action, because it is highly unlikely that there will be high demand for commercial space in the near future.

TOP 10 SPA TRENDS 2013 ? Healthy Hotels, wellness & fitness ...

Three of the most exciting trends released in yesterday?s Spa Finder?s Top 10 Spa & Wellness trends for 2013 includes Healthy Hotels, Inclusive Fitness & Label-conscious Fitness..

Healthy Hotels
In 2013 and beyond, what constitutes a true ?vacation? will be redefined and ?hospitality? will be rewritten. We?ll see an explosion of new ?wellness everywhere? hotel chains and environments becoming more mainstream. In the past, gyms and spas have been positioned as mere amenities, but now these walls are being conceptually (and literally) broken down. Established hotel chains are re-branding around wellness and it?s not just about fitness. Customized food and beverage offerings (gluten-free and vegan menus) are becoming standard fare, and hotels are jumping into the juice-themed vacation frenzy.

Inclusive Wellness
The future bodies welcomed at spas will look more like bodies in the real world. With more than one billion people who are formally ?disabled?[3] and a massively graying global population, the industry will shift focus from luxe-pampering to delivering wellness to persons of all age and ability levels. More people will look to spas to heal and keep bodies functional, whether through pain-relieving and mobility enhancing therapies, nutrition advice, or the right forms of ?functional fitness? for those with physical limitations or special needs.

Label Conscious Fitness
The ?name-brand? fitness wave has been around for decades. But today, as the fitness market expands as quickly as the world?s waistlines, an explosion of ?fitness labels? distinguishes products and programs ? and serves as a shortcut for instant recognition in an oversaturated market full of similar choices. From Yogalates and Piloxing to CrossFit and The Skinny Jeans Workout?, health and wellness have become the new luxury. Millions chase the ?insider elite,? giving the fitness world a distinct fashion world vibe where consumers shop for the latest fitness craze just as they search for the newest designer purse.

(AP) ? The U.S. military has detained more than 200 Afghan teenagers who were captured in the war for about a year at a time at a military prison next to Bagram Airfield in Afghanistan, the United States has told the United Nations.

The U.S. State Department characterized the detainees held since 2008 as "enemy combatants" in a report sent every four years to the United Nations in Geneva updating U.S. compliance with the U.N. Convention on the Rights of the Child.

The U.S. military had held them "to prevent a combatant from returning to the battlefield," the report said.

A few are still confined at the Detention Facility in Parwan, which will be turned over to the Afghan government, it said. "Many of them have been released or transferred to the Afghan government," said the report, distributed this week.

Most of the juvenile Afghan detainees were about 16 years old, but their age was not usually determined until after capture, the U.S. report said.

If the average age is 16, "This means it is highly likely that some children were as young as 14 or 13 years old when they were detained by U.S. forces," Jamil Dakwar, director of the American Civil Liberties Union's human rights program, said Friday.

"I've represented children as young as 11 or 12 who have been at Bagram," said Tina M. Foster, executive director of the International Justice Network, which represents adult and juvenile Bagram detainees.

"I question the number of 200, because there are thousands of detainees at Parwan," Foster said Friday. "There are other children whose parents have said these children are under 18 at the time of their capture, and the U.S. doesn't allow the detainees or their families to contest their age."

Dakwar also criticized the length of detention, a year on average, according to the U.S. report.

"This is an extraordinarily unacceptably long period of time that exposes children in detention to greater risk of physical and mental abuse, especially if they are denied access to the protections guaranteed to them under international law," Dakwar said.

The U.S. State Department was called for comment on the criticism, and a representative said they were seeking an officer to reply.

The previous American report four years ago provided a snapshot of the focus of the U.S. military's effort in the endgame of the Bush presidency after years of warfare and anti-terrorism campaigns. In 2008, the U.S. said it held about 500 juveniles in Iraqi detention centers and then had only about 10 at the Bagram Airfield in Afghanistan. A total of some 2,500 youths had been detained, almost all in Iraq, from 2002 through 2008 under the Bush administration.

Barack Obama campaigned for the presidency in 2008 in part on winding down active U.S. involvement in the Iraq War, and shifting the military focus to Afghanistan. The latest figures on under-18 detainees reflect the redeployment of U.S. efforts to Afghanistan.

Because the teen detainees were not charged with any crime, "a detainee would generally not be provided legal assistance." They were allowed to attend open hearings and defend themselves, and a personal advocate was assigned to each detainee, the report said.

"These are basically sham proceedings," Foster said. "The personal representatives don't do anything different for the child detainees than they do for the adults, which is nothing."

The report added that "the purpose of detention is not punitive but preventative: to prevent a combatant from returning to the battlefield."

It cited a 2004 U.S. Supreme Court case, Hamdi vs. Rumsfeld, as establishing that "the law of armed conflict permits the United States to detain belligerents until the end of hostilities without charging such individuals with crimes, because they are not being held as criminals facing future criminal trial."

The U.S. military is fighting irregular forces ? al-Qaida, the Taliban, and an array of similar shadowy insurgent or terrorist groups. So it is not clear when "hostilities" would ever formally end, since there is no declaration of war and no enemy government to defeat. Only the United States can decide when it deems a conflict to be over, in those circumstances.

Foster said that the teens seized are not in uniform or even typically taken in combat.

"We're not talking about battlefield captures, we're talking about people who are living at home, and four or five brothers might be taken together. It might take them a year or more to figure out that one of them was younger than 18, to determine the identities of these kids," she said.

In January, the State Department will send a delegation to Geneva to present the report to the U.N.'s Committee on the Rights of the Child, and to answer any further questions the U.N. committee members may have.

Slim Down By Standing Still: 5 Exercises Where You Barely Move

Slim Down By Standing Still: 5 Exercises Where You Barely Move

By Corrie Pikul

While these 5 moves-where-you-barely-move may not get you into marathon shape, they will make you look leaner.

  • Flatten Your Middle

When you slouch, you tilt your pelvis forward, pooching out the tummy and giving the appearance of a thicker midsection. These isometric exercises will help you learn how to strengthen your abdominal and gluteal muscles, says Cedric X. Bryant, Ph.D., chief science officer for the <a href="http://www.acefitness.org/" target="_hplink">American Council on Exercise</a>. "They act like guide wires to keep you from pressing your pelvis forward and arching your back," he adds. <strong>Glute Squeeze:</strong> Firmly contract your glutes and thighs while standing upright and still. Hold for 10 seconds (remember to breathe!), then relax. Repeat 10 times. <strong>Ab Brace:</strong> While standing motionless, tighten your abdominal muscles as if you were anticipating a punch to the stomach. Hold for 10 seconds, then relax. Do ten of these. They'll smoothe out the appearance of a potbelly while toning and strengthening the abs, Bryant says.

  • Lengthen Your Torso

Reaching your full height adds vertical inches while subtracting horizontal ones, says Jennifer Kries, a Pilates master teacher and a fitness and integrated wellness expert. But after spending most of our time bent over laptops, smart phones, and vertically challenged companions (be they children, friends or pets), standing up straight with our shoulders back can almost feel exaggerated. Improve your posture (and avoid puffing out your chest) with this move. <strong>Shining the Heart Open: </strong>For this exercise, stand tall with your heels together and your toes apart in Pilates "tripod stance." Squeeze your inner thighs, quads and glutes. With your hands hanging by your sides, turn your palms to face out so that the pinkie finger is glued to the outer edge of your thigh. This opens the chest and shoulders while strengthening the triceps and upper back, Kries says. Hold for one minute or three deep breaths. Repeat 3 times.

  • Vibrate Your Muscles Into Shape

The Power Plate, <a href="http://www.powerplate.com/us/locations" target="_hplink">found at more than a thousand gyms, rehab clinics and medical centers across the country</a>, has a vibrating platform that causes deep, involuntary muscle contractions 25 to 50 times per second, according to the company. Holding a pose on the Power Plate engages the muscles significantly more than standing on steady ground, says <a href="http://willpowerworkout.com/" target="_hplink">Will Caton</a>, a certified personal trainer who devises Power Plate workouts for celebrities (without dropping names, let's just say that Caton had one of his clients at "hello"). One study, published in the journal Medicine & Science in Sports & Exercise, found that regular static exercises on the Power Plate strengthened women's legs as well as moderate resistance training did. <strong>Power Plate Squat:</strong> Stand on the vibrating plate with your feet hip distance apart and bend your knees until your thighs are parallel to the ground. You want to make the muscles burn, Caton says, so hold still for a minute and a half (we felt it after just 30 seconds). Stand up, step off the plate and shake out your legs. Do this 3 times.

  • Tighten From Head To Toe

Tone your entire body with an intense move that Kries says is derived from Qigong, or the Chinese practice of integrating breath and movement for exercise, healing and meditation. <strong>Harnessing Heaven: </strong>Stand with your feet a little wider than hip distance apart and your toes pointing out. Working from the soles of your feet upward, engage the quads, outer thighs, glutes and abs. Now lift your arms overhead, but keep them wider than your shoulders, with elbows slightly bent -- as if they're encircling a giant ball. Lift your eyes and look up between your hands. As you continue to reach and extend the lower body, also feel like you're pulling down through your arms (your belly button should be your center of energy). Hold for 3 to 5 minutes. Bring the arms down slowly and relax. Repeat 2 more times.

  • Strengthen Your Core

You've heard it before (and that's because it's true): A strong core helps support your spine and tighten your tummy -- and it's more comfortable than sucking everything in to look slimmer. This do-anywhere exercise was developed by Fred DeVito and Elisabeth Halfpapp, the creators of the ab-busting program <a href="http://acacialifestyle.com/exhale-core-fusion/c/360/" target="_hplink">Core Fusion</a>. In this position, you'll be toning not only your abdominal muscles but also your chest, shoulders and arms, DeVito says. <strong>Standing Plank:</strong> Stand with your body angled toward a wall and your feet behind your hips. Lean forward, place your forearms on the wall -- about shoulder-width apart -- and walk your feet back as far as you can without lifting your heels. Press the forearms into the wall for 30 to 60 seconds. Do this 3 times.

Senegal's Casamance rebels release army prisoners

DAKAR, Senegal (AP) ? Roman Catholic peacemakers say that several Senegalese soldiers were freed by rebels in the southern Casamance district.

The Sant'Egidio Community confirmed, in a statement issued in Rome, that the soldiers were released by the rebels to promote peace negotiations. They did not say how many soldiers were let go. A conflict has raged for more than 30 years between the Senegalese government and the Movement for the Democratic Forces of Casamance, who are fighting for independence of the southern region.

The Sant'Egidio Community has mediated peace negotiations which started in Rome in October.

The rebels' leader, Salif Sadio, decided to release the prisoners and they were handed over to Sant'Egidio representatives and the International Committee of the Red Cross. The prisoners were taken to neighboring Gambia where they were released.

National Briefing | Washington: Air Force Orders Inspections of Facilities for Pornographic Material

The Air Force has ordered inspections of its facilities for public displays of pornographic or misogynistic materials after complaints from female personnel. The order from the Air Force chief of staff, Gen. Mark Welsh, follows a report in The New York Times about the case of a technical sergeant, Jennifer Smith, who has served in the Air Force for 17 years. She filed a complaint with the service saying that she had been the victim of sexual assault and harassment, and that she had also been forced to endure a hostile work environment because of widespread and open displays of graphic materials that were demeaning toward women.

Fewer Allentown high schoolers taking college courses

When Gerald Zahorchak became Allentown schools superintendent in July 2010, his plan to improve Allen and Dieruff high schools was to get more students to enroll in college and Advanced Placement courses.

The number of Allen and Dieruff high students taking dual enrollment classes through Lehigh Carbon Community College is still higher than when Zahorchak arrived. But it's going down nearly as fast as Zahorchak's tenure, which ended with his abrupt resignation in August 2011.

The number of high schoolers taking LCCC courses has plunged nearly 40 percent this school year over 2011-12 , district records show.

The decline of 148 dual-enrollment students is much greater than the additional 24 students who have signed up to take AP courses, which give students college credits if they score high enough on the final exam.

The decline led Director Julie Ambrose to ask what the administration was doing for students. They have fewer course options since electives were cut at the same time more dual enrollment and AP courses were added, she said

"We had the impression, 'If you offer it, they will come,' " Ambrose said at Thursday's Education Committee meeting. "In year two we are seeing a huge drop in that, and they don't have the options in the building. What will we do?"

Director Ellen Bishop asked if there was overlap between students taking LCCC and AP courses.

Sometimes, but often it is one or the other, said Keith Falko, the district's director of strategic initiatives who runs the dual enrollment program. He said more students are opting to take Advanced Placement courses as opposed to dual enrollment.

One of the biggest reasons, Falko said, appear to be students' fear of failing LCCC's placement test known as COMPASS, which measures reading, writing and math skills. The other reason is students did not want to have to take a study hall as part of the LCCC course, he said.

"We had a number of kids not pass the COMPASS," Falko said.

Before he resigned, Zahorchak claimed his plan to increase college access was working. He said 570 juniors and seniors ? a 996 percent jump over 2010-11 ? had signed up for the LCCC courses, taught by college professors in the high schools, in the fall 2011-12 semester.

But the number he cited was before students took COMPASS. District records show 371 or 65 percent of students passed the entrance tests to qualify for one or more dual enrollment courses last fall.

This fall, that number dropped to 223.

Falko said the district is working with LCCC to develop a pre-COMPASS test to ease students' anxiety and give them the skills to pass.

"We are hoping the prep class will get more kids comfortable," he said.

Ambrose, however, said creating a practice test wasn't enough. She said the number of failures and the participation drop shows the ninth and 10th-grade math and English courses may not be rigorous enough to prepare students to take college-level courses. There is no reason Allentown students should not be able to pass an entrance exam like students in other districts, she said.

"We cannot continue to think it's about test-taking skills," Ambrose said. "That COMPASS exams should not be a barrier, and the fact that it is, is disconcerting."

Abreo replied to Thomas ~Blogs NingMaster~'s discussion Bristol University's Christian Union Bans Women From Speaking At Meetings

A university's Christian society has banned women from speaking at events and teaching at meetings, unless they are accompanied by their husband, it has been revealed.

The Bristol University Christian Union (BUCU) had originally decided women would be allowed to teach at meetings after their international secretary resigned in protest, the group changed its policy.

The Huffington Post UK has seen the email sent out by president Matt Oliver to all BUCU members which said: "It is ok for women to teach in any CU setting... However we understand that this is a difficult issue for some and so decided that women would not teach on their own at our weekly CU meetings, as the main speaker on our Bristol CU weekend away, or as our main speaker for mission weeks.

"But a husband and wife can teach together in these."

Oliver then warns the society members to "guard the way we all talk about it in the coming weeks, making sure we?re not gossiping".

Rebecca Reid, a member of the university's feminist society wrote on the group's said: "I'm Catholic and I think that's obscene." Student Lucy King added: "So it's ok for women to teach, as long as they're not the most important speaker?!? This is really unbelievable."

Oliver's email announced the departure of the international secretary James Howlett, who, according to Oliver, felt he "cannot support the decision on women teaching".

"After a lot of time exploring this issue, seeking God?s wisdom on it and discussing it together as a committee, we made a decision about women teaching in a CU setting," Oliver continues. "We all hold individual convictions on secondary issues such a women speakers, which are often reflected in the churches we choose to attend.

"It is good and right that we hold strong beliefs on the Bible's teaching about secondary issues but they are not what we centre around as a CU and therefore are not always reflected in the CU's practice."

Shannon Keis and Laura Ho, co-presidents of Bristol University's feminist society described the decision as "hugely discriminatory, deeply offensive and sexist to women".

"They are suggesting that women have more worth as speakers if speaking with their husband while assuming that all women are interested in marriage, or men for that matter," they said in a statement. "We would hope for women to have equal opportunities to speak at all occasions, whether alone or not. Religious groups should not be immune from question or criticism with regards to gender equality."

The Christian Union's announcement follows the controversial vote by the majority of Church of England worshippers not to allow women bishops, despite many church leaders voting in favour of the move.

The outgoing Archbishop of Canterbury, Dr Rowan Williams,?said the Church of England has a "lot of explaining" to do after re...?while his success Justin Welby described the decision as "grim".

Oliver told The Huffington Post UK the society had now released a statement saying: "Bristol University Christian Union has no formal position on the role of men and women in the church. We respect those of our members who hold strong Biblical convictions in this area and seek to find the most practical way of expressing this inclusivity."

Bristol University's student union officers for activities and welfare and equality met with the society on Monday. The SU has been contacted for comment but has yet to respond.

Could Obama sidestep a debt-ceiling showdown by minting $1 trillion coins?

    T

he federal government is going to run up against the $16.4 trillion debt ceiling by February, which could trigger another potentially disastrous battle over raising the limit, like the one that caused such a panic last year. Brad Plumer at The Washington Post proposes a novel way for President Obama to avoid an "economic calamity": "He could always show up at a press conference bearing two shiny platinum coins, worth? $1 trillion apiece." It sounds crazy, but some economists say minting two trillion-dollar coins ? as long as they're made of platinum ? could actually let Obama sidestep another fight with Republicans, who last year used the need to raise the limit as leverage to force spending cuts. According to this theory, Obama could move the coins through the Federal Reserve into Treasury's accounts and ? voila! ? the federal government has enough money to cover its bills for another two years without borrowing any more money, thereby staying safely below the debt ceiling.

Is the platinum coin option really legal? Apparently so. It was originally raised during the 2011 debt-ceiling crisis by Jack Balkin, a law professor at Yale Law School. Under law, he noted, there's a limit to how much paper money the United States can circulate at any one time, and there are rules that limit how many gold, silver and copper coins the Treasury can mint.

But there's no such limit when it comes to platinum coins. It's right there in the U.S. legal code: "The Secretary may mint and issue platinum bullion coins and proof platinum coins in accordance with such specifications, designs, varieties, quantities, denominations, and inscriptions as the Secretary, in the Secretary's discretion, may prescribe from time to time."

    Problem solved, right?

Wrong, says Ed Morrissey at Hot Air. This idea "sounds utterly insane because, well? it is utterly insane." The teensy drawback is that it would "devalue the world's baseline currency by about two trillion dollars." Doing so would stoke inflation. Creating money that wasn't circulating before always does. It also makes a mockery of our government's finances, and if anyone actually lends this government money ? by buying its bonds ? knowing this is how we pay off our obligations, "the joke is on them."

And it's not as if this solution hasn't been tried in the past.? In the 1920s, facing crushing debt and war-reparation obligations, the Weimar Republic in Germany did exactly the same thing: printed money to pay off their obligations. They just didn't do it with cool-looking platinum coins.? It destroyed the savings of the middle class, created massive poverty and a flight from German currency, and set the stage for the takeover by the Nazis a few years later.

Actually, this plan is different, says John Carney at CNBC. This new money wouldn't cause inflation, because it would merely replace the money we otherwise would have conjured up by printing bonds.

The key point here is that the government would not be throwing an extra trillion dollars into the economy. It would, rather, be spending exactly how much it planned to spend anyway. It would not be issuing bonds to cover some of that spending but bond issuance by the Treasury does not do very much (probably nothing at all) to combat inflation anyway. The amount of government issued financial assets remains the same, even though the composition of dollars and Treasury bonds changes.

There could a long-term inflationary problem, I suppose, if the government fell in love with the idea and used platinum coins to finance ever larger deficits. But that seems unlikely. And, in any case, the Fed could step in and use its monetary policy tools to counteract the spendthrift coiners.

Yes! Brilliant, clever, it just might work ? except it's never, ever going to happen, says Kevin Drum at Mother Jones.

It's just too outr?. It's the kind of thing that sounds cute to a blogger tapping away on his laptop, but there's no way an actual president would ever try anything so obviously childish.

One in four physicians uses social media daily

ScienceDaily (Dec. 7, 2012) ? A new survey shows that about one in four physicians uses social media daily or multiple times a day to scan or explore medical information, and 14 percent use social media each day to contribute new information, according to an oncologist at the Johns Hopkins Kimmel Cancer Center.

The survey of 485 oncologists and primary care physicians, also found that on a weekly basis or more, 61 percent of physicians scan for information and 46 percent contribute new information. More than half said they use online physician-only communities but only 7 percent said they use Twitter. The work was published recently in the Journal of Medical Internet Research.

Oncologists are more likely to use social media to keep up with innovation, while primary care physicians are more likely to use social media to get in touch with peers and learn from them, the survey found.

Since the survey was conducted a year and a half ago, it's likely that more physicians are using social media now, says Robert S. Miller, M.D., an assistant professor of oncology and oncology medical information officer at the Johns Hopkins Kimmel Cancer Center. The amount of information required for medical practice is growing exponentially, he says, and social media provides "a very valid construct for physicians to keep current."

"What did surprise us was the heavy use of online physician-only communities," Miller says. "It's possible that many physicians feel more comfortable with that type of social media instead of a more public space like Twitter or Facebook."

In March 2011, Miller and colleagues e-mailed the survey, about attitudes and usage of social media, to a random sample of 1,695 practicing oncologists and primary care physicians found among the American Medical Association's Physician Masterfile. Social media was defined as "Internet-based applications that allow for the creation and exchange of user-generated content, including social networking, professional online communities, wikis, blogs and microblogging."

Of 485 practicing physicians who responded, nearly sixty percent said social media is beneficial, engaging and good way to get current, high-quality information (279 respondents); enables them to care for patients more efficiently (281 respondents); and improves the quality of patient care they deliver (291 respondents). What influenced a physician's usage of social media most were perceived ease of use and usefulness. Physicians who had positive attitudes toward social media were more likely to use it. Neither age nor gender affected use of social media.

More studies are needed to determine how social media impacts physicians' knowledge, attitudes, skills and behaviors, and its usage among other populations of health care professionals, Miller says.

The study originated from a common interest in social media among Miller and his co-investigators Brian S. McGowan, Ph.D., Molly Wasko, Ph.D., and Bryan Steven Vartabedian, M.D. Funding for the study was provided by an unrestricted educational grant from Pfizer through McGowan, the lead investigator, who previously was Pfizer's Director of Oncology Medical Education and is now a medical education consultant and blogger. The research was conducted independently from the funding organization.

How To Pin Steam Games As Tiles On Windows 8 Start Screen

    Advertisements

One of the larger reasons for a lot of people ? who are technically sound enough to opt for a free alternative like Linux ? to continue using Microsoft Windows, is the platform?s wide support for applications, and, in particular, games. For even casual gamers, Windows is perhaps the sole choice, owing to the fact that the vast majority of games are available on the said platform, and Mac and Linux continue to trail far behind in comparison when it comes to the number of available titles. For this reason, it makes sense that almost all versions of Windows are capable of running most titles, whether they?re legacy classics or modern-era high-end shooters.

Likewise, when it comes to online gaming platforms, the maximum support is again seen of Windows, too. Steam is one of the most popular and highest-usage gaming platform, and while it?s been available for Windows since almost forever, there still isn?t an official Windows 8 Modern UI app for it. Judging by the platform?s official reaction to Windows 8, which pits the operating system as one of the biggest disasters, it seems unlikely that users will see one such app, either. While this doesn?t impact much anyway, since you can always use the Desktop application, and even pin games to Start Screen by manually moving them to the Start Menu folder, the fact remains that there is no easy way of pinning Steam games? tiles to your Windows 8 Start Screen ? or was, until Pin Steam entered the arena.

    Screenshot.38608.1000000

Pin Steam is a commercial Modern UI app for Windows 8 that allows you to painlessly pin Steam titles as tiles to the Start Screen, and even customize them to your liking. Tiles are available as both small and large, and are really beautiful in their appearance.

You launch the app, and every Steam title is listed there and then, irrespective of whether you have it installed on your PC or not. Click a tile and you?ll get the Steam login prompt seeking your credentials (a one-time affair), after which a left-click will result in either launching the game if it?s installed, or initiating the install process, if otherwise. A right-click will let you customize the game tile and pin it to the Start Screen.

    Screenshot.38608.1000001

Not only does Pin Steam let you add Steam games to the start screen, but you may configure non-Steam titles as well. The app even lets you pin websites as Start Screen tiles, so it?s pretty cool to have. However?

    Screenshot.38608.1000003

The downside is that Pin Steam isn?t a free app ? it carries a price tag of $1.49 in the Windows Store. While that might not be too much, you won?t find yourself highly motivated to spend that dough for something that you can probably already do for free, although one has to admit that the tiles created by Pin Steam are quite appealing when it comes to the logos selected for games. In the end, it?s your call, as to whether you want something better looking for a meager amount, or would rather go for the free alternative.
