Grand Canyon University is looking even stronger financially as it plans to invest $150 million to build a second campus in Mesa.
GCU officials announced plans today for a campus that could be as large as 160 acres at a time when net income and revenue continue to increase.
For the three months ended June 30, GCU reported $19.1 million in net income on net revenue of $141.5 million. That?s up from $15.6 million in net income of $119.3 million in net revenue during the same period in 2012.
Six-month earnings also look solid, with $40 million in net income on $283.5 million in net revenue for the first half of 2013, up from $30.1 million in net income on $236.4 million in net revenue during the first half of 2012.
Enrollment at its 115-acre Phoenix campus at 33rd Avenue and Camelback Road was 3,415 as of June 30, plus an additional 47,785 online students. Overall, GCU reported 51,200 students, an increase of 15.2 percent from a year earlier. Broken out, ground enrollment increased 47.6 percent and online enrollment increased 13.4 percent over the prior year.
Brian Mueller, president and CEO of GCU, told analysts in an investor conference call today that he plans to spend $50 million initially to start building classrooms, laboratories, a student union, library and some athletic fields. He said he would expect to spend another $40 million each year in 2016, 2017 and 2018 to build out the campus to house 7,000 to 8,000 students.
?We would have the option to purchase 60 more (acres) from there,? he said.
Plans also call for moving GCU?s 100,000-square-foot administrative center with 1,000 employees to the Mesa campus.

CAIRO (Reuters) - Egyptian security forces shot dead at least 70 supporters of ousted President Mohamed Mursi on Saturday, his Muslim Brotherhood said, days after the army chief called for a popular mandate to tackle "violence and terrorism".
Brotherhood spokesman Gehad El-Haddad said the shooting started shortly before pre-dawn morning prayers on the fringes of a round-the-clock sit-in being staged by backers of Mursi, who was toppled by the army more than three weeks ago.
"They are not shooting to wound, they are shooting to kill," Haddad said. The death toll might be much higher, he said.
Activists rushed blood-spattered casualties into a makeshift hospital, some were carried in on planks or blankets. One ashen teenager was laid out on the floor, a bullet hole in his head.
Al Jazeera's Egypt television station reported that 120 had been killed and some 4,500 injured in the early morning violence. A Reuters reporter at the scene counted 36 bodies at an improvised morgue.
There was no immediate comment from state authorities on what had happened. If the death toll is confirmed it would be the deadliest incident since Mursi was deposed, who is under investigation for a raft of crimes, including murder.
Weeks of violence have followed his ousting, leaving more than 200 dead and laying bare divisions that have polarised the Arab world's most populous state.
MASS RALLIES, "LIVE ROUNDS"
Hundreds of thousands of Egyptians came out onto the streets in answer to General Abdel Fattah al-Sisi's call on Wednesday for mass protests on Friday. Muslim Brotherhood supporters protested in similar numbers to demand Mursi's reinstatement. He is being detained at an undisclosed location.
The Brotherhood is a highly organised movement with grassroots support throughout Egypt, making it hard to silence even if the army decides to mount a more major crackdown.
Reporters at Rabaa al-Adawia, a northeastern Cairo suburb, said there was still firing hours after the violence started. Dr. Ibtisam Zein, overseeing the Brotherhood morgue, said most of the dead were hit in the head, some between the eyes.
A senior Brotherhood politician, Saad el-Hosseini, said he thought security forces were looking to clear the Rabaa sit-in.
"I have been trying to make the youth withdraw for five hours. I can't. They are saying have paid with their blood and they do not want to retreat," he told Reuters.
Haddad said the Brotherhood was committed to pursuing peaceful protests, despite Saturday's deaths - the second mass shooting of its supporters this month by security forces, who killed 53 people on July 8.
Brotherhood activists at Rabaa said they would not be cowed and warned of worse bloodshed if the security forces did not back down. "We will stay here until we die, one by one," said Ahmed Ali, 24, helping treat casualties at the field hospital.
"We have the examples of Algeria and Syria in our minds. We don't want it to become a civil war. If we take up arms it might become one. This is a religious belief."
Haddad said police had started firing repeated rounds of teargas after 3:00 a.m. (0100 GMT) at protesters who had spilled out of the main area of the Rabaa sit-in and were on a main thoroughfare close to 6th October Bridge.
"Through the smog of the gas, the bullets started flying," he said. In addition to "special police forces in black uniforms" firing live rounds, he said that snipers shot from the roofs of a university, other nearby buildings, and a bridge.
State news agency MENA quoted an unnamed security source as saying that only teargas was used to disperse protesters. He said no firearms were used.
Egypt's army-installed interior minister, Mohamed Ibrahim, said on Friday that the month-old Cairo vigils by Mursi supporters would be "brought to an end soon and in a legal manner", state-run al Ahram news website reported.
TRAPPED IN MOSQUE
There is deepening alarm in the West over the army's move against Mursi. The country of 84 million people forms a bridge between the Middle East and North Africa and receives $1.5 billion a year in mainly military aid from Washington.
The United States has delayed delivery of four F-16 fighters because of the turmoil, however, officials have indicated they do not intend to cut off aid to a country seen as a vital ally and which has a peace deal with neighbouring Israel.
The worst of Friday's violence was reported in Egypt's second city, Alexandria, and the Brotherhood said some of its supporters were still trapped in a city mosque by "thugs".
The Brotherhood's political arm, the Freedom and Justice Party, called for more protests in the Mediterranean port.
There was little mention of the violence on Egypt's two state television channels, which broadcast weather reports and a talk show on Saturday morning. All three state newspapers headlined their morning editions with Friday's rallies, saying Egyptians had given Sisi the support he had asked for.
"The people give the army and the police a mandate to confront terrorism," said a strap headline on the bottom of a broadcast on the state's Nile TV.
However not all Egyptians appeared ready to endorse an army crackdown, with growing concern among some activists that the confrontation between the military and Islamists could push the country into an abyss. COLUMBUS, Ohio (AP) ? An Ohio inmate whose 450-pound weight became an issue in his death penalty case has died seven months after being granted clemency, officials said Friday.
Ronald Post died Thursday morning at a prison hospital where he'd been treated on and off since 2011, a state prisons spokeswoman said. He was a week shy of his 54th birthday.
Post was sentenced to death for killing Elyria motel clerk Helen Vantz on Dec. 15, 1983. His attorneys sought mercy for Post ahead of his Jan. 16 execution date on the grounds that he was so obese that he could not be executed humanely.
Republican Gov. John Kasich granted Post clemency in December citing poor legal representation, not his weight.
Spokeswoman Ricky Seyfang said the Ohio Department of Rehabilitation and Correction classified the death as "expected." She said privacy laws prevented her from divulging whether Post's weight was a factor in his death.
Post had most recently been transferred to the Franklin Medical Center on Jan. 3, Seyfang said. "Long story short, we weren't surprised by his passing," she said.
Kasich said in granting clemency that all criminal defendants deserve adequate defenses.
"This decision should not be viewed by anyone as a diminishing of this awful crime or the pain it has caused," he added in a statement.
His decision mirrored the recommendation of mercy by the state parole board, which said it didn't doubt Post's guilt but said there were too many problems with how he was legally represented 30 years ago.
Kasich's move was unrelated to Post's better-known argument: that he was too fat to be executed humanely under Ohio's lethal injection procedures.
Post had argued in federal court that executing him would amount to cruel and unusual punishment. His lawyers said he would suffer "a torturous and lingering death" as executioners tried to find a vein or use a backup method where lethal drugs are injected directly into muscle.
Kasich commuted Post's sentence to life with no chance of parole.

A former cheer coach was sentenced Friday to spend at least 42 years in prison for sexually molesting four underage girls, who were his students.
Sedgwick County District Judge Ben Burgess sentenced Timothy Wells-Lee, 29, to 25 years to life in prison to be followed by another 20 years. The sentences will run consecutively, which means the 20-year sentence can only begin if Wells-Lee is paroled from the 25-years-to-life sentence.
Wells-Lee was convicted in April of 10 counts charging him with having sexual relationships between 2006 and 2008 with girls whose ages ranged from 12 to 14.
One of his victims said in court Friday life in prison was exactly what Wells-Lee deserved.
"I will never allow you to take up any more space in my mind," she said.
The victim said she had to forgive Wells-Lee in order to move on with her life.
"I may forgive, but I'll never forget," the victim said. "I'll never forget all the friends I lost because of you or all the high school and family memories I could have had, but didn't because of you."
Wells-Lee -- who admits to having a sexual relationship with one of the girls after she turned 16, but denies accusations involving the other girls -- said before his sentence was handed down that he's made positive changes in his life since his arrest in 2010, including getting married and having a child. He and his wife asked Burgess to impose the minimum sentence allowed.
"A life sentence does more than affect me," Wells-Lee said. "A wife loses her husband and a daughter loses her father. And they've done nothing to deserve that."
However, parents of the victims said life in prison is what Wells-Lee deserves.
"For Mr. Wells-Lee and his family, they both get to live with what he has done to my daughter and our family," said the mother of one of the victims. "He will wake up every morning and going to bed every night remembering what he did."
"This will remain with her for the rest of her life, even though she may try to forget or maybe want to forget," said another victim's mother. "This should also remain with him for the rest of his life."

A former Wichita cheer coach was sentenced Friday to life in prison after being convicted of molesting four of his underage students.
In April, a jury found Twenty-nine-year-old Timothy Wells-Lee guilty of 10 of 11 charges filed against him. At his sentencing today, Sedgwick County District Judge Ben Burgess sentenced Wells-Lee to life in prison. He will not be eligible for parole for 42 years.
Wells-Lee was accused of having sexual relationships with girls ranging in age from 12 to 14. The 11 counts accused him of fondling, having oral sex and having sexual intercourse with the girls from 2006 through 2008. He was acquitted of the least serious of the 11 charges - a count that accused him of fondling one of the girls when she was 14.
All four girls testified at the trial, as did Wells-Lee. He denied having any sexual contact with three of the girls, and he said his sexual relationship with the fourth girl didn't begin until after her 16th birthday.
Defense lawyer Roger Falk argued in his closing remarks at trial that the dates and times that the girls said the abuse occurred didn't coincide with actual events. He cited as an example the testimony of one girl who said she had sex with Wells-Lee in his apartment in March 2009 after he had moved to Oklahoma City.
"The dates don't match up. The acts don't match up," he said.
Deputy District Attorney Kim Parker, who had the final comments for the jury, said Wells-Lee used his position as the girls' coach to take advantage of them sexually.
"He ran the show with these little girls all during a time when he was 10 to 12 years older than they were," she said. "He took advantage of their immaturity all for his own sexual gratification."

LONDON (Reuters) - Prince William and his wife Kate have chosen three traditional royal names by calling their new-born baby boy George Alexander Louis, William's office said on Wednesday.
The baby, born on Monday to global media frenzy and third in line to the British throne, will be known as His Royal Highness Prince George of Cambridge, Kensington Palace said in a statement.
All three names had been among the favourites listed by British bookmakers, and the announcement was relatively quick by royal standards; it took a month for the name of Prince Charles, the heir to the throne, to be announced, and a week for William, his eldest son.
George has been the name of six British kings. The last, George VI, was the father of The Queen and reigned from 1936 to 1952.
Alexandra, the female form of Alexander, is one of the queen's middle names, and was also the name of the queen consort of King Edward VII at the start of the last century.
Louis is one of William's middle names, and was the given name of Prince Charles's mentor and great-uncle Louis Mountbatten, who was assassinated by Irish nationalist IRA guerrillas in 1979.
The baby's arrival on Monday triggered frenetic coverage from global media who had camped for days on the doorstep of the London hospital where he was born, as well as celebratory gun salutes and the illumination of London landmarks in blue.
The choice of name, relatively short by royal standards, does not necessarily mean the baby will eventually become King George VII. The queen's father was christened Albert, but chose to be crowned as George VI.
"It's interesting that they chose to go with just three names. It's almost as if the royal family is coming down with ordinary people, who tend to have fewer middle names than monarchs," historian Suzannah Lipscomb, told Sky News.
"It is a name that none can find any problems with. George itself can't be shortened in any obvious offensive way ... They've probably gone for something that is safe."
KEEPING IT SIMPLE
Some commentators said the names appeared to have no direct connection to Kate's side of the family.
"They've kept it very simple by not trying to represent all parts of the family," royal historian Tracy Borman told Sky News.
"I think there seems to be genuine joy, warmth and good feeling about this birth and the duke and duchess are so popular. People will be nothing but pleased."
The interest stirred by the birth has given a further boost to the royal family after the public's enthusiastic celebration last year of Queen Elizabeth's 60 years on the throne, and Kate and William's lavish Westminster Abbey wedding in 2011.
The monarchy's popularity sank to a low in the 1990s after a string of divorces and the death of William's mother, Diana, after which many said the royal family's response made it appear out of touch with public sentiment.
The left-leaning Guardian newspaper described the turnaround as "an incredible recovery", although its website offered readers a 'Republican' button to block out royal stories.
Most British newspapers devoted their front pages to big pictures of Tuesday's first photocall, with headlines such as "Hello World" and "Our Little Prince".
But after weeks of fevered coverage, the couple are expected to try to keep a low profile. They spent Wednesday at Kate's parents' home in the village of Bucklebury, in southern England.
The royal couple have been living in a remote part of Wales, where William works as a rescue helicopter pilot, but are expected to move later this year to London's Kensington Palace, William's childhood home.
Royal observers say William is determined to shield his son from the obsessive attention that plagued his mother Diana, pursued relentlessly by the media and killed in a car crash in 1997 after her car was chased by photographers.
"William knows only too well that his baby son will be the new favourite creature in the circus he grew up in," wrote Daily Telegraph columnist Allison Pearson. "Every plan he and Kate have put in place is to protect him."

The city of San Francisco says it will consider Google's proposal.
SAN FRANCISCO ? Google is offering $600,000 to set up free wireless Internet hotspots in 31 public spaces in San Francisco, but city officials said they need to review annual maintenance costs before it could be approved.
Google has previously funded public wireless projects in its home city of Mountain View, California, in New York Chelsea's neighborhood and around Boston's South Station. The search giant is based 30 miles away from San Francisco but employs hundreds of workers who commute from the city.
San Francisco officials say public Internet service is long overdue for a city that has eclipsed Silicon Valley as the epicenter of the startup ecosystem in recent years, attracting a dramatic influx of venture capital investment and young tech workers.
"There are cities not only here in the U.S. but in many, many foreign countries where free Wi-Fi is ubiquitous. We have a lot of work to do," Supervisor Mark Farrell, who spearheaded the negotiations with Google, said by telephone Wednesday.
Mission Dolores Park, the weekend Mecca of San Francisco's young tech crowd, would be among the areas covered by the plan, as would tourist destinations including Alamo Square as well as Washington Square in North Beach. Some less affluent areas such as the historic Portsmouth Square in Chinatown and the Tenderloin Recreation Center would also be included.
In a statement, Google executive Veronica Bell said the company hopes the free Wi-Fi will be "a resource that the city and other local groups will be able to use in their efforts to bridge the digital divide and make their community stronger."
Because it controls so much of the Web, Google benefits from an increase in Internet use. The company reported $50 billion in revenue in 2012, mostly by selling ads targeting Internet traffic. According to a new study released this week, Google's various properties account for a quarter of all U.S. Internet traffic.
The company said it would not own or manage the network. The angel investor Ron Conway, one of Mayor Ed Lee's staunchest political allies, is coordinating the project through his non-profit SF.Citi.
Members of the local board of supervisors, who still have to formally approve the gift, said the project would undergo a normal review process to make sure that government contracts to install and maintain the service are properly awarded. In 2006, a similar plan to install wireless coverage in San Francisco was scuttled after the deal came under political scrutiny. Officials also said they would review the details of the system's maintenance costs.
In the case of New York City, the network in Chelsea cost $115,000 to build but $45,000 a year to maintain.
San Francisco parks director Phil Ginsburg called Google's gift "no strings attached" and said the city could bear the maintenance costs. Google's donation would cover two years' worth of maintenance costs, which amount to $50,000, he said.
Ginsburg said officials picked 31 locations out of the city's 200 public spaces based on a criteria of geographic and economic diversity. Some areas, including Golden Gate Park, were too big to cover with the sum donated by Google.
Installation of the equipment could begin as early as December and be completed by mid-2014, Farrell said.

Police made numerous arrests inside the Wisconsin's Capitol building on Wednesday, more than two years after tens of thousands of Wisconsinites filled the rotunda in Madison to protest Gov. Scott Walker's (R) budget reforms.
The Associated Press reported that Capitol Police arrested "about two dozen people" who were in the building to take part in a weekly tradition called the Solidarity Singalong, an anti-Republican display that began during the 2011 budget protests.
The arrests mark the first time Capitol Police have clamped down on protesters since William Conley, the same federal judge who recently blocked a controversial state anti-abortion law, ruled that larger groups of protesters would need a permit to gather.
According to the Wisconsin State Journal, some of the protesters arrested were as old as 85.
"The Capitol Police are upholding the law to ensure the building can be shared by all citizens who come to the Capitol," said Stephanie Marquis, a spokesperson for the state's Department of Administration.
Police posted a handwritten sign in the middle of the rotunda to discourage demonstrators from gathering in the building. About 60 people resisted and stayed -- 22 of them were arrested. Others vowed to return on Thursday, according to the AP.
"We are in the Capitol singing, what is the big deal?" a protester named Kim Krus asked, according Milwaukee Journal Sentinel.
During the mass protests in early 2011, Capitol Police took a more lenient approach to arrests under the leadership of Chief Charles Tubbs, an appointee of former Gov. Jim Doyle, a Democrat. When Tubbs left the force in 2012, Walker appointed a more hard-line chief, Dave Erwin.
Erwin attracted attention when he arrested a number of protesters for holding signs in the Capitol not long after he took his new job in the fall of 2012. When a progressive state legislator asked Erwin for an explanation for the uptick in arrests, he walked out of the meeting.
At the time, Marquis said Erwin left the meeting "because of the unprofessional behavior."

The sizzling summer of 1976 caused permanent changes to British forests, new research suggests.
Scientists found that the long dry spell that year - the UK's most intense drought between 1914 and 2006 - killed off many drought-sensitive beech trees.
Growth of the trees is still restricted more than 30 years later, a study in the journal Functional Ecology said.
The more drought-tolerant Sessile Oak survived better and is now dominating the beech.

The scientific work was carried out at Lady Wood Park in the Wye Valley. This 45 hectare (111 acre) site is a national nature reserve and is attractive to researchers because it has been deliberately unmanaged since 1945.
Detailed forest surveys have been carried out in the park over the past 70 years and the ecologists were able to use these along with tree ring data to discover how the different tree species fared over the period.
Beech surrenderBefore 1976, beech was the dominant species in this area. But that summer's drought has permanently changed the makeup of the forest.
That dry spell was the most exceptional drought in the years between 1914 and 2006 - it was 30% more intense than the next driest year, 1921.
The researchers found that in the period immediately after 1976, there was a significant growth in beech mortality. Between 1977 and 1992, 17% of these trees died, while there were no deaths among the oaks.
"The beech growth dropped very suddenly," said Prof Alistair Jump from the University of Sterling who carried out the work along with researchers from Joint Nature Conservation Committee.
"The Sessile Oak which is slightly less competitive but is more drought tolerant took advantage and grew much better - and beech has never fully recovered in the system."
The researchers say the oaks increased their growth rate by approximately 20% in the years immediately after 1976. The beech trees eventually stabilised their growth rate but only at around 75% of pre-drought levels.
The scientists say that beech trees can appear to tolerate drought without a long term impact until a threshold of is reached.
"I think tipping point is a key idea, and that's something that we see very clearly in the work," said Prof Jump.
"They are resistant up to a point and then we hit a tipping point and the system shows very severe impacts. The problem is we don't know where these tipping points are for other species."
Not this yearThe researchers say they expect the changes that they recorded at Lady Park Wood to have been replicated across the UK.
This perspective is echoed by Ray Townsend, arboretum manager at the Royal Botanic Gardens, at Kew.
He lived through the drought of 1976 and owns a home in the New Forest and he has been spending a good deal of time among the beech trees there in recent months.
"Quite clearly you can see that the beech aren't happy," he told BBC News.
"You can see evidence of the restriction of growth - I've seen that, the beech don't look as they should look - The oaks seem to be growing well, I'd never really thought about the reasons, but reading the research paper, it makes sense in a way."
The study's authors believe that extreme events such as the drought of 1976 are likely to increase in frequency in the future and there could be similar implications for other tree species.
To cope with these events, they say that forest managers need to manipulate the mix of species in their woods.
But despite the extreme heat of the last few weeks, the scientists say that 2013 will not have the same impact on trees as the dry days of '76. That year was exceptional as it followed on from a rain-free 1975.
"This summer it won't happen," said Prof Jump.
"Last year we were at the point where we were forecast to exceed the 1976 drought and then we had this phenomenal amount of rain - that replenished the water supplies and that means for this year it would be highly unlikely."

An earthquake measuring 6.6 on the Richter scale hit a mainly rural area of Gansu Province at 7:45 local time; a major temblor and hundreds of smaller aftershocks rocked the region all day, local officials said.
The quake and subsequent flooding and mudslides seriously damaged eight towns in the remote and mountainous area. The topography of the affected region means it is sparsely populated but also difficult for rescuers to reach.
The authorities followed emergency disaster plans tested in earlier quakes, which are common in China, sending men from different units of the armed forces to help local civilians search for survivors.
They were also expected to use disaster relief techniques introduced after a massive quake hit the southwestern province of Sichuan, next door to Gansu, in May 2008, killing more than 87,000 people.
Since then, China has suffered 24 other earthquakes measuring more than 6.0 on the Richter scale, in which around 3,000 people have died.?
Government agencies appeared better coordinated in April, when a quake hit Ya?an in Sichuan, killing nearly 200 people and injuring more than 11,000, than they had been during previous emergencies. Helicopters were sent quickly to the scene, as they were Monday, tent villages sprung up after a day or so, and relief workers were soon able to recharge displaced victims? mobile phones, allowing them to get in touch with relatives.
How well a Chinese government deals with natural disasters has been regarded a test of its legitimacy since the imperial era.
After the recent Ya?an quake, the Global Times, a tabloid owned by the ruling Communist Party, boasted that ?China?s disaster relief comes ahead of the United States, Japan, and other developed countries ? in its ability to mobilize people and in other indicators.??
Monday?s quake struck along a particularly vulnerable fault line that has suffered 25 major earthquakes in the past, according to the China Earthquake Administration.
Photographs of the stricken area, posted on social media websites, showed simple houses, often built from mud bricks, in ruins. An initial investigation found that 1,200 houses had collapsed and another 21,000 were severely damaged, Gansu provincial government spokesman Chang Zhengguo told reporters.

ARLINGTON, Texas (AP) ? The Texas Rangers finally have Matt Garza in their starting rotation.
Texas acquired Garza from the Chicago Cubs in a trade completed Monday, getting a pitcher they had long coveted just more than a week before the July 31 non-waiver trading deadline and several days after it initially appeared that the two teams had a deal in place.
"He's an extremely talented pitcher that's had success in the toughest of divisions and the biggest of stages, who's throwing the ball as well as anybody right now," Rangers general manager Jon Daniels said. "It's a power repertoire, a little bit of a different look from what we've got, and he was available. ... He was in our opinion the best guy on the market."
The 29-year-old right-hander provides a boost to a starting rotation plagued by injuries and a team that slipped three games behind Oakland in the AL West after being swept in a three-game weekend series at home against Baltimore.
Texas sent the Cubs rookie right-hander Justin Grimm, top prospect third baseman Mike Olt and Class-A pitcher C.J. Edwards. There will also be at least one player to be named later, possibly two, depending on who is chosen by Chicago.
"We paid a steep price in talent to acquire Matt, but we did so knowing that we've got other guys in the system," Daniels said. "What it comes down to, ultimately why we got him, beside the desire, is we had the players to do it."
Garza (6-1, 3.17 ERA), who can become a free agent after this season, has made 11 starts since missing the first seven weeks this season with a strained left lat muscle. He is 5-0 with a 1.24 ERA his last six starts.
Garza had been scheduled to start Monday night for the Cubs in Arizona. He will instead start for the Rangers against the New York Yankees, likely Wednesday night.
Daniels said Garza was scheduled to fly from Arizona to Texas later Monday night, and join the Rangers on Tuesday.
Tampa Bay traded Garza to Chicago instead of Texas after the 2010 season. The Rangers were also interested in Garza last summer before he missed the last two months with a stress reaction in his right elbow, and they instead acquired Ryan Dempster from the Cubs.
All-Star right-hander Yu Darvish came off the disabled list to start Monday night's game for the Rangers at home against the Yankees in the opener of a four-game series. Darvish in essence missed only one start because of a right trapezius strain, but hadn't pitched since July 6.
Alexi Ogando is scheduled to come off his second DL stint of the season to start Tuesday night against the Yankees.
Opening day starter Matt Harrison made only two starts in April before two surgeries on a herniated disk in his lower back. Nick Tepesch, another rookie, went on the DL just before the All-Star break with elbow soreness. Colby Lewis and Neftali Feliz are both still rehabbing from right elbow surgery last year.
Garza has a 63-62 career record in 181 major league games (178 starts) with Minnesota (2006-07), Tampa Bay (2008-10) and the Cubs (2011-13). He was a first-round draft pick by the Twins in the 2005 amateur draft.
"He was the best pitcher in baseball in his last five, six, seven starts. He's young, has great velocity, has good command of his pitches and that makes him attractive to any team," Cubs manager Dale Sveum said. "It's not easy to part with a guy like Garza and someone has to step in and be productive. We hope the players we get will make us a better team, and in the future, we can be the team who purses a player like Garza."
Chicago went into Monday night's game 16 games behind St. Louis in the NL Central.
The 24-year-old Olt played in 16 games for the Rangers at the end of last season. But the Rangers have Gold Glove-winning third baseman Adrian Beltre under contract through 2016.
Grimm was 7-7 with a 6.37 ERA in 17 starts this season. His last start was July 12 at Detroit, when he allowed 10 hits and seven runs over 3 1-3 innings before leaving with soreness in his right forearm.
The 21-year-old Edwards, who made his pro debut with 20 scoreless innings in the Arizona League last year, is 8-2 with a 1.83 ERA and 122 strikeouts in 93 1-3 innings for Class-A Hickory. He hasn't allowed a home run in 160 1-3 professional innings.

The crime problem has taken its toll on the lifeblood of the nation?s socioeconomic situation. Crimes have tremendously affected the country?s economic growth. A large segment of our people has lost confidence in the law-enforcing agencies of government. Many fear that tragedy might suddenly strike them in broad daylight. Stories from the newspapers (particularly the tabloids) are sufficient to send tingles down the spine. One thing is certain: Filipino society is crime-ridden and the government is helpless at effectively checking and containing the already serious and increasingly more serious crime problem in the country.

Common causes of criminality can be traced through sociological and behavioral studies of the human condition. It is a fact of life that crimes occur only in the human sphere, and social relations are therefore a major aspect in approaching the issue of criminality. With this point of departure, we can objectively mention some factors that have been identified by professional practitioners engaged in the study of criminality, among whom are psychologists, sociologists, criminologists and others.
1. Poverty. In a society like the Philippines, where poverty is a given, no second thought is needed to ascertain that in one way or another, poverty causes criminality. Crimes are committed in areas where the urban poor live, and their occurrence is quite regular. Poverty may not be strictly identified as a direct cause of crimes but certain circumstances brought forth by and within a situation of poverty cause them.
On the other hand, in the book, The Causes and Cures of Criminality, Eysenck and Gudjonsson claim that: ?Many ? if not most ? sociological theories boil down to what might be called economic theories, i.e., crimes as a result of poverty, whether relative or absolute, deprivation, and similar economic causes. Although such theories have always had appeal, they do not accord with the facts.? This claim, backed up by figures based on thorough research studies, attempts to rebut the ?theory? that poverty is a major cause of criminality. But the research studies were done in the context of an industrialized society where poverty is not prevalent. The fact is, in a society that is not generally poor, poverty cannot really be a major cause of criminality. Hence, the findings stressed by Eysenck and Gudjonsson cannot be applied, across the board, to practically all societies. What we only have to accept is the fact that poverty, in the context of poor countries like the Philippines, is a major cause of criminality. It is illogical, however, to conjecture that poverty is the only cause, considering the fact that other major causes are identifiable, many of which are bred in an environment that is characterized by the sharp features of poverty.
2. Abuse of Power. Another prominent cause of crime in Philippine society is somehow also related to our economic condition. It is not the type of crime perpetrated by people in a situation of poverty but one that terribly affects them. It exploits the economic weakness of the poor, and none but the poor are the unfortunate victims of its ravaging onslaught. This cause of crime is: abuse of power.
Abuse of power is routinely perpetrated by powerful government officials and law enforcers with a mandate to defend the rights of people and protect them from harm. Abuse of power is terribly serious in the Philippines. In most cases, crimes related to the abuse of power are not treated as crimes due to methods of circumventing the laws.
Every day newspaper banners report crimes committed by policemen and military personnel?hold-ups, kidnaps-for-ransom, murders, bank robberies, carjacking, etc. The crimes of these people are even more heinous than those committed by some poor, unknown and desperate criminals. Since the justice system in the country is so discouragingly defective, most of the time, powerful criminals are exonerated of their crimes, even those categorized as heinous. Meanwhile, the unknown, powerless poor suspects in lesser crimes are not given fair trials and thrown immediately in jail.
Effects of Criminality on the Economy
1. Widening Gap Between the Poor and the Rich. In view of the powerful people?s oppressive and exploitative attitude towards the poor and marginalized sectors of the Philippine society, crimes brought about by the abuse of power have tremendously affected the country?s economic situation. Oppression and exploitation in themselves are basically crimes that further manifest themselves as? obvious criminal acts like property grabbing (which is actually robbery), property destruction and murder.
?This country is not only notoriously known for its systemic culture of corruption, but the Aquino administration is also being associated with the pervasive climate of violence.
?Notwithstanding press releases of the Philippine National Police (PNP) citing steady decline in the crime index, the Aquino administration will go down in history as the most crime-ridden government since the declaration of military rule in 1972.?
The crimes perpetrated by the powers that be are intended to perpetuate their status of power and to grab more opportunities for ascendancy and more wealth at the expense of the hapless poor. These crimes have continually concentrated the wealth of the nation in the hands of the small percentage of the Philippine society?s wealthy sector, while the big chunk of the people wallow in poverty. The poor are exploited and oppressed more and more, and the gap between the poor and the rich continues to widen.
2. Inability to Industrialize Nationally. A desperate act of the powers that be in their desire to concentrate more wealth and opportunity into their hands is the utilization of huge capitalization from big foreign investors. By pushing the poor against the wall of further poverty, the powers that be have gained access to the manipulation of the country?s economic resources for the benefit of foreign investors, who in turn have given the local capitalists the upper hand to engineer a devastating blow to national industrialization.
For the interest of foreign business investments, crimes have to be committed to convert and transform farmlands into industrial estates. ?Legal? robbery, which is actually land-grabbing, has to be effected, and stubborn farmers who defy the will of government officials (who act as brokers for foreign capitalists) are summarily executed, i.e., ?salvaged? in the local slang.
Industrialization is basically good, but it has to be initiated and implemented for the national interest. The failure to do so by accommodating the exploitative schemes of foreign interests is a crime worse than treason.
Reasons Why Law Enforcement Institutions are Ineffective at Solving Crime and Controlling the Rising Tide of Criminality
The number of government law enforcement agencies and institutions is simply mind boggling. In theory, crimes should have long been controlled and solved, given the presence of the Philippine National Police (PNP) and its elite Criminal Investigation and Detection Group (CIDG); the National Bureau of Investigation (NBI); the Philippine Drug Enforcement Agency (PDEA), and the intelligence arms of the major commands of the Armed Forces of the Philippines (AFP). In practice, it is disgusting to know that what has been going on is the opposite. Myriads of crimes go unsolved, and the crime situation has never been truly contained. This is basically due to several factors.
1. Corrupt and Incompetent Law Enforcers. Many law enforcers are corrupt and therefore unqualified. They are part and parcel of the corrupt government system. Since they serve the interest of their corrupt patrons, they acquire from the latter the same character of corruption. At worst, they themselves function as criminals in the performance of their duties as protectors of their evil patrons. This is why the people have lost confidence in law enforcers, particularly the police.
2. Lack of Cooperation Between the Public and the Law Enforcers. The situation of corruption has led to a lack of cooperation with law enforcers. The government?s Department of Justice keeps calling on people to cooperate with law enforcement agencies, with the promise and assurance of protection. But the people don?t bite at the idea because of a lack of trust.
3. Confused Roles of Various Law Enforcement Agencies. Even if law enforcement agencies were morally upright, another serious problem would hinder the speedy solution of crimes. When there was not yet a PNP, the NBI was traditionally tasked with criminal cases that cut across provincial borders. With the establishment of the PNP, the jurisdiction to handle criminal cases exactly the same as that of the NBI has likewise been given to the police. This whole arrangement has created a confusing situation that in many instances has put NBI agents and PNP officers in conflicting lines of authority.
4. Government?s Lack of Interest to Solve Crimes. Because of government?s focus on power-base expansion and politicking, it has given the national crime situation a low-priority, and this is a pathetic scenario: solid proof that the government is insincere about its mission to serve and help the people, especially the poor.
Conclusion
This is the true state of the Philippines as a nation. We are governed by corrupt leaders whose major agenda are their own personal vested interests. We have law enforcement agencies and institutions whose major task is to protect and defend the corrupt leaders of the country and in the process perpetuate the system of corruption. Because of these conditions, criminality has proliferated and will continue to proliferate in the next generations. The whole situation has put common Filipinos at great economic disadvantage, and poverty is here to stay ??til kingdom come.? Hopeless? Who holds the key to the most sensible answer?
