DESCRIPTION: Lead the division to bring about a coordinated and seamless approach to the development plans and the design, management and delivery of projects related to those plans; Establishing policies and objectives for the Division and providing the necessary feasibility, planning, quality assurance and portfolio management services across the Group that are aligned with the new vision and mission; Explore possible contracting arrangements which will maximize efficiencies and economies of scale; Provide the analysis and evaluation of high-level deliverables to inform sound decision making while mitigating risk. Frequent travel to manage projects throughout Jamaica is required.
QUALIFICATIONS: Post Graduate qualification in any of the following: Engineering, Architecture, urban & Regional Planning, Construction Management, or Post Graduate qualification in Business Administration or Public Administration along with a first degree in any of the above-mentioned disciplines; At least 10 years post qualification experience in managing major integrated development projects at a senior level; Sound knowledge of international civil engineering standards and practices together with a firm understanding of government policies and regulations relative to construction projects and contract administration; Ability to mobilize internal and external inputs to achieve desired outcomes; Sound analytical, report writing and presentation skills; Proven ability to face reality and make rational;, realistic and sound decisions based on consideration of all the facts; Ability to manage conflicting priorities, coordinate multiple tasks across organizations and integrate activities to ensure completion of projects on time and within budget; A believer in the "win/win" concept of negotiating, with excellent human relations skills and a proven ability to lead a multi-disciplinary team, the DGM will need to have the capability and flexibility to handle crisis situations as they arise; Excellent negotiating skills; Must be able to act with integrity and diplomacy.
